Doctor's actions however, doesn't make sense under any assumption. Short of the idea that he might be pursuing a complex meta-strategy of feinting insanity ... I legitimately have nothing to explain this with.

In DHSAB, the "good" character doesn't have any superpowers, and just tries to gather signatures for social programs nobody cares about.
Whoever wins, evil triumphs.
That said, I like Doctor Doom. He's got all the best powers.
